Vehicle periodical technical inspection

I am considering doing a Ph.D. on the effectiveness and the future development of Vehicle periodical technical inspection (PTI). The research contains
2 parts. Firstly, the research will review PTI regulations in all UN member states, study the effect of PTI on road safety, the environment and the economy(does it add to the economy or not(in other words value of PTI)).
Secondly, the research will provide guidelines for the policy makers to address PTI requirements while developing the new vehicle regulations. This will be done by reviewing the current UN Regulations (143 UN Regulation) of the 1958 agreement which is addressing the construction of the vehicles.
The outcome of the review will be technical recommendations for each UN regulation to add PTI requirements in all the current UN regulations (if applicable) and recommendations for the new regulations to suggest new ways to test the new vehicle technologies (e.g. ADAS).
This research will be supervised by 2 Professors one in Germany and the other one in the UK as well as a company in Germany and the UN in Geneva. I have prepared a 5 pages document as a proposal for the UN and the company and i missing the academic part. Please advice.
