Transportation allowance as fixed Vs transportation allowance as 10%

The current transportation policy says that Exo is a company located in Saudi Arabia grants their Regular employees a fixed transportation allowance based on their job grade codes as follows;

Grade code
From 5 to 9 1000 SR
From 10 to 13 15000 SR
From 14 to 20 2000 SR

Some of the companies, pay the transportation allowance as 10% of employees basic salary with no cap.

Please justify we Exo company is going with fixed allowance not a 10% allowance.
The full employee data will be given as grade code, basic salary, transportation allowance to make it easy for you to come up with a valid analysis for both situations.

I will be giving the employees data as mentioned above to come with analysis.

1- i need you to get the employee data & analyze it for both situations whether fixed allowance or 10% allowance
