You are a young Virginian and recent graduate of the College of William and Mary, in Williamsburg, Virginia where you just completed your double degree in law and government. With the able assistance of your father who pulled some strings in the Virginia legislature on your behalf, you′ve landed a job as James Madison′s clerk and administrative assistant.
As Mr. Madison develops arguments and prepares evidence in support of a new national government, he has asked you to write a briefing paper on the need to replace the Articles of Confederation with a different instrument of national government---the need for a new federal constitution. He has asked that you address specifically, ″the nature of the problem″ currently facing the American government(s). You should consider assessing the strengths and weaknesses of the Articles of Confederation as well as the difficulties experienced by many state governments. Having analyzed the issues you must explain how a ″republican remedy″ might cure the nation′s distress.
