From your perspective, why is it that the words of postsecondary officials call for the exclusion of the federal government, but their actions state otherwise? Describe a program provided through the federal government that provides targeted services to underrepresented populations that postsecondary institutions find hard to resist, despite the aggressive regulatory and financial conditions imposed by the federal government.
