For instance, the country’s energy policy would transition the sources of electricity generation to renewables from fossil fuel to some degree (e.g., 5% or 10% more renewables).

Think about three different time points: 2020, 2025, and 2030. You would be able to collect 2020 data but not 2025 and 2030. You may need forecasted or projected data for the future: you can use projected data in the existing literature or you can forecast on your own (as we used Excel trend or growth function or Tableau exponential smoothing)
