2) In his article, David Rosenbloom discusses how public administration theory is derived from three approaches - managerial, legal and political. He concludes his article by stating that the key challenge for a public administrator is to align all three of the approaches (managerial, legal and political) to ensure that government operates well. Based on this article and what you learned in class to date, why is this alignment a challenge for the public administrator?
3) Luther Gulick (of POSDCORB fame) suggests in his article that the division of work within an organization helps to achieve the best results. He acknowledges that there are challenges inherent in this division of work so coordination of work is essential. Choose 1 of the challenges to the efficient division of work and 1 reason why coordination of work is essential (you can use Chapter 4 of the textbook as well as the Gulick article) and discuss why this should be of interest or concern to a public administrator.
