  In this assessment you will be redeveloping your work from assessment 1 and 2 based on the feedback you received, as well as, as new insights from your continuing research. You then draw on this work to propose your own proposal for addressing the problem, which will be either a proposal to introduce a new policy or reform an existing policy. You will discuss the reception your proposal would receive from relevant stakeholders and interest groups and provide an outline a strategy for how to use or counter likely reactions to implement your proposal. Your report will be written in the following format: TO: MINISTER FOR ... FROM: DATE: [Due date] SUBJECT: [Outline the topic] PURPOSE: To seek your endorsement for the (specified policy proposal). THE POLICY PROBLEM (STAGE ONE) • Identify and the problem that your proposal will seek to address • Explain how that problem has come about • Provide background information on the issue and costs of problem to government. • Identify any existing policy initiatives and laws that are relevant to the issue PS: a current problem—what is a current problem in Australia in the area of terrorism or counter-terrorism (based on your research)? what are the laws and policies that shape this problem? why is this problem occurring? what is it costing the government, either in $ or negative coverage/pressure? CURRENT POLICY (STAGE TWO) • Identify and describe existing policy and legislation • Choose one key policy and provide a clear and critical assessment the effectiveness of this policy in relation to addressing the problem PS: provide a policy recommendation that will address the problem you have identified and explain how it will address the problem POLICY PROPOSAL: (STAGE THREE) • You introduce your policy proposal and its aims clearly and succinctly • You introduce reliable research explain how the research supports your proposal • You introduce relevant stakeholders and interest groups and describe their beliefs/views and access to resources. You then draw on this research to assess the likely response/s that your proposal will generate and provide a strategy for how to use or counter these reactions to implement your proposal PS: explain (using evidence) the likely reactions of key stakeholders to your recommendation and provide a plan for how you would use or counter these reactions to gain support for your proposal.
