Organization Analysis

Objective: develop an HUMINT operation proposal, develop a mission statement for the operation, list out the objectives of the operation, identify the organizations that will be involved in the HUMINT operation (which would typically be CIA--supported by NSA or NGA or DIA).

(3 pages) Section 1 – Topic Discussion and Background

1. You will be writing a HUMINT proposal to counter all aspects of Russia's foreign policy toward Egypt. Your HUMINT proposal may include covert operations (political action, propaganda and information operations, economic action, paramilitary operations, security operations supporting police and the military, diplomatic operations, etc.) and MUST include collection operations against potential Russian targets (Russian trade offices, Russian travel and airlines, Russian shipping, Russian news media, Russian diplomatic missions (consulates, embassies, legations), Russian businesses, Russian military personnel, terrorist groups supported by Russia,and potential allies of Russia (former closely aligned Bloc states). The object is to reduce or eliminate Russian influence in Egyptian affairs (economics, politics, legislation, policy making, security, trade, tourism, and social development).
2. Review historical background and pertinent intelligence issues that relate to the problem.
3. Briefly describe how Human Intelligence is likely to offer an effective solution to the problem.

NOTES: When developing the topic, and while writing the paper, one should consider themselves as being in a position of adequate stature so that the recommendations and observations made in this project paper will be considered. Caution should be given so as not to select a topic that might be too broad in scope in order to provide the focused examination required of this proposal. Include peer-reviewed references that contribute to the substance of the paper, and support the topic thesis.

( 3 pages) Section 2 – Organization and Mission

1. Specifically identify the HUMINT organization(s) that is/are chartered for and capable of conducting intelligence operations to correct the problem identified in Part 1 of this project.
2. Include a concise mission statement that defines the objectives and parameters that the organization will operate under.
3. Describe the participants you expect will be involved in the mission (both friendly and adversarial).
4. Provide the roles and responsibilities for each organization and show their command relationships.

Remember: the objective is to alleviate the problem through HUMINT means, so carefully select or create an organization capable of doing so. Include peer-reviewed references that contribute to the substance of the paper, and support the topic thesis. Also remember, HUMINT includes both covert action as well intelligence collection/analysis.

( 3 pages) Section 3 – Operations and Activities

1. Concisely describe operations and activities which your organization will execute a specific HUMINT operation from beginning to completion.
2. Explain the various HUMINT activities (i.e. interrogation, debriefing, dead drops, surveillance, etc.) that your organization might engage in while executing the operation.
3. Identify issues that will require coordination with external agencies.

(6 pages) Section 4 -- The Legal Issues, Values and Ethics section should:

Write on the proposed Legal Issues, Values and Ethics sections of your course project. This assignment adds sections 1-3 where you are asked to prepare a proposal to counter Russian influence in Egypt.

1. List, and briefly describe the major regulatory and legal requirements that your organization does, or will operate under (i.e. Executive Orders, Military Regulations, Laws, etc.). DO NOT COPY AND PASTE SECTIONS OF THE LAW. Instead paraphrase and provide your understanding of these laws IN YOUR OWN WORDS.
2. Analyze the implications of regulatory and legal requirements with the HUMINT scenario and intended activities from Part 3.
3. Establish a code of values and ethics that will serve as the overarching moral code to guide your operation's personnel as they conduct HUMINT activities. Make sure you are listing and describing each element of your code of values and ethics.
