Project Procurements and PerformanceMonitoringSo far, we have covered most of the basic principles underlying EVM. We have discussed the history and
development of EVM, not just as a Department of Defense guideline, but also as a project management best
practice. We have also covered the EVM body of knowledge, 32 criteria, and the implications for scoping,
planning and scheduling projects. In Module Four, we were introduced to the building blocks of EVM—
control action plans (CAPs)—which demonstrate the basic premise behind how we can accurately assess
scope, schedule and costs throughout a project. Now that we have covered most of the basics regarding
EVM, we will cover some narrower topics over the course of the remaining modules. Here in Module Five,
we will outline procurements during the project and performance monitoring.
Most projects require procurements of some sort. These procurements might include building materials,
external labor or consulting, simple “off-the-shelf” products, or multimillion-dollar customized systems.
Although each type of procurement calls for a slightly different approach, there are some common principles
and best practices that we will cover in this module. For instance, we will see how the make or buy decision
should complement the scope denition process, and how we can choose the most appropriate EVM metrics
to help measure the conversion of planned value into earned value
In addition to procurements, this module covers performance monitoring. To be sure, monitoring
performance is the primary concern of EVM and every integrated cost and schedule approach. By now, you
have been introduced to the idea of variances, and this module will provide a deeper understanding.
Specically, you will be asked to interpret the statistics and variances that you calculated and reported in
your rst two milestones. Milestone Three is due in this module and will require that you provide more
practical explanation of deciencies as well as recommend improvements.
Module Six will discuss using EVM on projects of all scope and size. Do the principles that you have learned
in this course apply to projects that are smaller in scope? If so, how do you operationalize EVM to be useful?
We will answer these and additional questions regarding the “simple” use of EVM in the next module. You
will also be given an opportunity to reect on your three milestones, and describe how you will use the
feedback you have been given and the additional knowledge gained in this course to improve your nal
project.
