Description
After providing an overview of the different ways that a health measure (local and state) might be placed on the California ballot, provide your analysis of a health measure that passed at the County level and one that failed at the County level, making sure to provide any thoughts/insights you have on the measure. Please remember to discuss Proposition 13 as related to the amount of the electorate needed to pass the measures you analyzed.
