1) A key concept around measuring needs is "levels of measurement." Please give a definition for each of the
four levels. Then provide an example of measure you might need for the project you are proposing. at each of
the four levels. (You are not committing to use these measures moving forward.)
- Describe the difference between reliability and validity. Give an example of how you might determine "interrater reliability" for one of the measures you discussed above. Give an example of how you might determine
"construct reliability" for one of the measures you discussed above. - Now, practice applying these ideas about how to measure needs (met and unmet)
Using the Precede-Proceed model, begin to formulate your approach to needs assessment.
Considering each of the first four phases (Social, Epidemiological, Ecological, and Policy), say: a) what kinds of
information do you need about your target community and how your selected project focus is experienced by
individuals and groups and b:) how will explore and build upon what is being done to increase or decrease this
problem, and, c) what gaps exist/what improvements can be made in existing services by your proposed
project……You should show at least two sources of data to answer the 2-3 primary questions for each phase.
(Hint: at least one phase may require primary data.)
Does your project require primary data collection? Explain what is entailed. This might include observations or
interviews or creating/obtaining participant records. Please describe the overall method you would apply to
collecting primary data in your project? How would you identify the sampling frame and how would the sample
be selected from the frame? Why will you collect this data: to establish need, to better understand the context,
to track program implementation and/or utilization, to track changes in KAB and/or health outcomes; to track
changes in environments, programs, policies etc/?
