Page 1 of 3 Assignment for PA 380 – Project #2 (Interview/Report) John Gannon, Adjunct Faculty For this assignment, I want you to gain some firsthand experience in talking with those who work in a career field involving public administration. Specifically, you should seek to talk to supervisors, middle or upper management – depending on their availability and willingness. I suggest choosing an organization that appeals to you with a nexus to your major. This allows you to tailor the assignment to fit your own needs and ambitions. PROJECT SUMMARY: For this assignment, you will decide on an organization, then a public administrator to interview and contact that organization to set it up (make appt. ideally in week #4). I’ve allowed for time in week #6 for conducting the interview, so hopefully you can arrange it for then; however, you have a bit of latitude in that you can do the interview near the end of week 5 through the earliest part of week 7; but you’ll need to quickly make up time if you wait too long. By the end of week #4, you’ll have emailed me your choice and I’ll affirm your interview subject (I’ll reply to your email). There will be NO quiz during week #6, allowing you more time to work on this then. We’ve covered a few weeks of basic public administration concepts so far and you’ll have two more weeks under your belt by the time you conduct the interview. Looking ahead, your book indicates the topics we will cover in the second half of this course. All topics of this course are fair game for the interview. You should be inquiring of the interviewee about their personal experience working in the public or nonprovide sector – specifically, about their experience in public administration and their dealings regarding any or all of the key topics of this course (refer to chapter headings in text book for a general idea of the subjects). I really don’t want to limit your imagination for the interview questions. However, to help get you started, I’d suggest you ask about six to ten key concepts from our chapter readings and create questions that help relate the subject’s real world expertise to the concepts we’ve studied in public administration. This should help elicit appropriate responses that you can use for your paper. For example, if you are interested in a career in economics and your subject is the Director of Finance for a city, you might ask some questions about the budget process, ethical decision making for budgeting, prioritization of finances, etc. I’d explain to them the definition we’ve discovered for public administration and ask them how the field of public administration relates to their job – directly or indirectly. What do they see as the primary differences in dealing with government jobs vs. those in the private sector? How might their challenges differ? I would make a point of asking your interview candidate one or two questions about real world ethical concerns they have dealt with on the job and how they overcame such ethical concerns in the performance of their daily duties. You should probably ask at least one question about human resources, and maybe find out what unique challenges they have experienced in the management of public sector employees that might be unique compared to private sector staff. These are just a few additional ideas that come to mind to help get you started. Following the interview, presumably in weeks 6 through 8, you will author a report which summarizes key points from your interview. You will add scholarly references in your paper to either support or contrast the Page 2 of 3 opinions expressed by your practitioner (interviewee). I will look particularly for relation of the interview and subject matter to key topics from our PA380 course readings (text). Please do not use any long quotes from your subject in your paper, as that usually just acts as filler material. This will result in lower grading. The focus of your paper is on you and your writing, summary and analysis of the interview and it’s relation to concepts studied in this course. The greater purpose is to help illustrate real world occurrences and the applicability of your interview subject’s experiences in relation to public administration concepts we cover in this course (Chapters 1-10). You’ll cite scholarly resources to help make your points either in support of or in contrast to the opinions of your interview subject. For example, if your subject says something you don’t agree with or conflicting to what we’ve learned, ask enough follow up questions so you can later clearly explain how their opinion varied from the text and then point out a contrary or supporting viewpoint with scholarly reference to support or oppose the point. This will win more favor for grading purposes. This project helps you experience, through discussion with a tenured professional in your chosen career field, just how the theories and ideals we are covering play out in the actual workplace. This is a proactive method of gathering and evaluating real world data to share with the class. TECHNICAL DETAILS OF PAPER: ? Author a report with title page, reference page and 3 (minimum) to 5 pages of narrative (maximum). o If you exceed five pages, pages 6+ will not be read or counted. This is a “hard and fast rule” since I will read upwards of 40 papers. ? Use APA format ? I’ve provided you with a sample APA report template to use in case you don’t already have formatting software, or an add-in feature installed for Microsoft Word®. ? The report should have a logical flow with a clear opening, summary of the interview points, discussion about pertinent issues, and closing. See the prior page for huge hints and ideas about what to include. ? The report should concisely address the subject matter, yet reflect thoughtfulness on your part. ? This is an upper division course. The final product should look polished. You should be confident that your boss would be well-pleased by your final submission. Research the topic(s) using your textbook and other scholarly references to support your statements and findings. Use the textbook sparingly as a reference. I’m looking for self-guided research to show that you found your own references beyond just the text. I’d highly suggest using the CSUSB online reference library. Use direct quotes very sparingly. Public administration officials are busy people and likely calendar their appointments ahead 2-3 weeks in some cases. ? WEEK 5 – review the text book for topic ideas and consider what you might ask the professional during the interview. Establish your list of questions and share with your team/group in week 5 to get input. DO NOT CONDUCT THE INTERVIEW until you’ve had a chance to discuss your ideas for interview questions with your group during week #5 please. ? WEEK 6 – Conduct the interview ? WEEK 7 – Author the draft paper. Your draft report must be shared with your group team members (in the discussion area for your team) by the end of week #7. o I can also look at it there, seeing how you are coming along. ? WEEK 8 - Provide feedback to each other early in week #8. Allow time for revisions. ? FINAL PAPER DUE DATE - You will make your final revisions in the later part of week #8, after seeing feedback from your team members; then, upload final paper to me using Blackboard by the end of module 8. o The paper will be scanned using TurnItIn to verify originality and ensuring no plagiarism. o I will read and grade the final papers during week 9-10 of the class.
