Improper use of force

Several issues are apparent here. Improper use of force might be the result of poor training in the use of force, but it also could signal a problem with ethics. When complaints are filtering in from the community, it is a bad sign that a problem may exist. The academy is the first opportunity to train personnel, but certainly not the last.
