Guidelines for Paper – ECO 641
Your topic should be an economic analysis of a topic relevant to public policy. You can analyze any level of government policy (federal, provincial or local). By the same token, you do not have to restrict yourself to analyzing Canadian policies. If you are more familiar with public policies in other countries, feel free to pursue that avenue.
The easiest way to think of a topic is to look at some recent or proposed changes in government policy. These changes should have had or will have some impact on an outcome variable. A relevant exercise would then be to theoretically and empirically assess the effects of this policy on the outcome variable. For example, does an increase in the minimum legal drinking age result in lower traffic fatalities? Or does an increase in the minimum wage rate lead to increased unemployment?
Another simple way to think of a topic is to assess the effects of government expenditure. For example does increased government health spending result in lower infant mortality rates? Or what determines changes in government expenditure? Specifically, does an increase in physician reimbursement rates lead to higher government health expenditures? All these questions have obvious policy implications.
First – you have to articulate the theoretical model (based on classroom tools and techniques). Second, in predicting the empirical effects you have to base your judgement on results from other studies. Make sure that all YOUR SOURCES ARE PROPERLY CITED.
To be clear, I’m not expecting you to do any new empirical work. Think that you are working for the government and your director has asked you to bring the group up to date on a specific policy question. This is accomplished through a literature review and your own independent opinion of the shortcomings of the literature. I’m expecting you to summarize a maximum of 4-5 papers.
In marking the paper, I shall focus on
– relevance of the topic
– presentation of research idea
– clarity of exposition
– sophistication of economic arguments
– background research
– grammar and literary style
The paper should be 6 to 8 pages, double spaced with 12 pt. font and standard margins. The main text of your paper should be free of footnotes. Instead, please use endnotes. Your paper should be divided into the following sections (1) Abstract (2) Introduction (3) Literature Review (3) Your Analysis (4) Conclusion (5) References. You may include other sections, but at a minimum your paper should be divided according to the above classification. Make sure that all your sources are properly documented in the Reference section. References from the internet should be classified according to web sites.
In order to ensure the relevance of topics, I would like you to confirm your topic by November 21st.
Good sources of research ideas would be academic journals such as Policy Options, Canadian Public Policy, the Canadian Journal of Economics, and the Journal of Public Economics. Most of these journals can be accessed electronically through the library. Make sure to conduct a literature search through ECONLIT.
Make sure that all your sources are properly documented in the Reference section. References from the internet should be classified according to web sites and the proper URL. Please read this guide to referencing before you write your paper.
