Finding an Analysis

The Resource and Programmatic Assessment for the Proposed Revised Definition of "Waters of the United States" define the federally regulated scope of waters under which the United States has mandated. You've now identified the study you would like to summarize and critique in your final paper. Given your preliminary reading of the analysis, what do you see as major shortcomings of the study? Consider these shortcomings in relation to various stages in the Eightfold Path. Do you have issues with how the problem is identified? Perhaps you disagree with the goals and criteria selected by the analysts. You could also comment on the evidence used in the study. These are all points of criticism that should appear in your final paper.
