FEMA's budgeting reform and day to day operation

Write a 10 page paper addressing an issue of public budgeting. A minimum of five (5) peer-reviewed sources is required. Sample research topics may include, but are not limited to: a budget analysis of certain agencies or programs at the local, state or federal level; intergovernmental aspects of budgeting in modern politics; budgeting reforms; etc.
