Development of Amazon

Amazon is currently or was looking to select a city to house its second headquarters. They may have already
selected it by now. What would you recommend a city in the competition for this second headquarters do to
increase their chances of being selected? If Amazon has already selected a second headquarters, what could
the cities that were not selected have done to have increased their chances of having been selected?
