COVID pandemic and labor shortage

Currently in order to receive SSI both you and your spouse must have under $3000 in joint accounts at the beginning of the month. With SSI depositing $1600 on a monthly basis, couples must have under $1400 in total joint accounts. Millions of people lose or have to repay that money back if they more than $1400. Make the argument why this is bad, one example for how it perpetuates the poverty cycle by forcing couples to have to have under $1400.

Due to COVID pandemic and labor shortage, SSI are mailing out money owed back due to balances over $3000 months later. For example a couple could get a letter saying they owe $4000 for 7 months of overpayment, which could cause undue hardship. Provide one example how this in turn effects lower income couples also.
