Congress: Powers & Process

  1. Review the case Gibbons v. Ogden, 1824, in Chapter 11, Section 1. Describe the Supreme Court’s ruling the case. Did the case broaden or restrict Congress’ Commerce Power? 2. Chapter 11, Sections 1 and 2 discuss some of Congress’ most important expressed powers. What are expressed powers? Provide an example. 3. Review the material in Chapter 11 on the government’s “Borrowing Power.” a. Explain the difference in the terms “public debt” and “deficit financing.” b. Go to the web site: U.S. National Debt Clock listed in the Read and Review section above. What is the US National Debt? c. What is the debt per citizen? d. What is the debt per taxpayer? e. What budget item makes up the largest share of the national debt? f. What other items interest you here? 4. Review the chart that links Congress’ Expressed Powers to its Implied Powers (Chapter 11, Section 3). a. What are implied powers? b. What is implied by Congress’ power to raise armies and a navy? c. What is implied by its power to borrow money? 5. The most comprehensive Internet site on Congress is the “Library of Congress.” Go to the Library of Congress website listed in the Read and Review section above. Click the “Most-Viewed Bills”. Choose one that interests you and answer the following questions: a. What is the number and title of the Bill? b. Who is the bill’s main sponsor? c. How many co-sponsors are there? d. What House committee(s) was the bill referred to? e. How many amendments were offered to the bill? f. After reviewing the “Summary,” briefly describe at least one provision of the bill. 6. Go to the official site of the U.S. House of Representatives listed in the Read and Review section above. From the menu, select “Committees,” then examine the committees. Select “Ways and Means” committee. This is one of the House’s most important committees. Answer the following questions: a. Click on the “About” tab. Who is the current Chair of the “Ways and Means” committee and where is he/she from? b. Click on the “Subcommittees” tab. List the Subcommittees. c. Examine the “Hearings and Events” on the “Ways and Means” main page. What is the most recent hearing that has taken place in this committee? 7. Review the information in Chapter 12, Section 1 on the Seniority Rule. a. What is the Seniority Rule? b. Do you agree or disagree with the Seniority Rule? Explain why or why not. 8. Examine the information in Chapter 12 regarding filibusters. a. What is a filibuster? b. Explain how the U.S. Senate’s rules for debate lead to the filibuster. c. Identify the rule that ends the filibuster and describe how it is invoked. 9. Look at the chart in Chapter 12, Section 4 regarding “How a Bill Becomes a Law” and the “Quick Study Guide” at the end of Chapter 12. In what ways does the lawmaking process in the House differ from that in the Senate?
