Essentially, the essay is meant to discuss a prominent collective action problem at the global level (crosses borders and can
only be addressed by deep cooperation amongst states). The outline of the essay should be as follows: 1)
Present a brief historical summary of the evolution of the problem to date (historical context) 2) Present the
arguments as to why the problem is difficult to solve (the puzzle) 3) Defend the theoretical approach that surrounds and informs your arguments. Our professor advised us to write on subjects such as international
ethics, the practice of war, the dilemma of security in the contemporary era, patterns in global politics such as the rise of populism, etc.
