Prompt: Should the National Energy Board (NEB) approve the application submitted by TransCanada Oil Pipelines (Canada) Ltd. for the proposed Energy East project? If

approved, the project would create thousands of jobs across Canada, including 2,000 construction jobs in the province of New Brunswick, where current unemployment

stands at 11%. It would also result in an estimated $950 million savings in transmission costs for TransCanada in the first 15 years following completion. Along with

the Prime Minister of Canada, the premiers of Alberta, Saskatchewan, Ontario, and New Brunswick have all voiced support for the proposal.
Opposition to the proposed pipeline, however, is fierce. While some stakeholders are concerned by the risks involved in retrofitting 3,000 km of 55-year-old natural

gas pipeline to carry crude oil, others worry that the project will interrupt or jeopardize the supply of natural gas to central and eastern Ontario. Environmental

concerns about transporting the dirtiest form of oil across most of Canada prompt others to object in principle to any pipeline of this nature.
Scenario: As a consultant with Ryder and Associates (Suite 1000, Beau Avenue, Ottawa, ON, K1N 2A3), you have been hired to assess the Energy East proposal and to

advise the NEB whether to approve or to reject the proposal, or to approve it with conditions. If you recommend the latter option, you should specify what the

conditions are.
Please address your cover letter to the panel in charge of reviewing the application as follows:
