The protection of the United States and its interests is handled by a wide array of organizations spanning the intelligence, defense, law enforcement, and homeland security sectors. These organizations work under the direction of the Executive Branch and are broadly categorized into the Intelligence Community (IC), the Department of Defense (DoD), and the Department of Homeland Security (DHS).
The IC is a coalition of 18 separate government elements that work independently and collaboratively to gather the intelligence necessary to protect national security. The Office of the Director of National Intelligence (ODNI) oversees and directs the IC.
Central Intelligence Agency (CIA): Primarily focuses on foreign intelligence gathering through human sources (HUMINT) and covert action. Its role is crucial in monitoring foreign terrorist groups, assessing their capabilities and intent, and disrupting plots overseas before they reach the U.S.
National Security Agency (NSA): Focuses on signals intelligence (SIGINT), collecting, processing, and disseminating foreign intelligence derived from communication systems. The NSA plays a vital role in counterterrorism by intercepting communications among terror cells and identifying terrorist networks and their operational planning.
Federal Bureau of Investigation (FBI): Serves as the domestic intelligence and security service. While primarily a law enforcement agency, its National Security Branch is crucial for counterintelligence and counterterrorism efforts within the U.S., including surveillance, investigation, and disruption of terrorist cells and individuals radicalized domestically.
Defense Intelligence Agency (DIA): Provides foreign military intelligence to the Department of Defense and policymakers. It assesses the military capabilities and intentions of foreign powers, including terrorist organizations that possess military-grade resources.
