A proposal compliance matrix

A proposal compliance matrix is a cross-reference table that tells proposal evaluators where they can find responses to a specific request for proposal (RFP) requirements. It helps ensure and demonstrate that the proposal responds to and complies with all the proposal requirements. A compliance matrix should form part of each proposal volume and is normally requested in an RFP.
Scenario
You are switching roles in this assignment. As the contracting officer for the company you formed in your Week 2 assignment, you are tasked with creating a compliance matrix and then drafting a proposal in response to the RFP from your Week 4 assignment.
A proposal compliance matrix has four purposes:
It shows what requirements must be addressed in a given section.
It enables you to validate that all requirements have been responded to.
It makes it easier for you (and potentially your customer) to understand the RFP and how to navigate your response to it.
It helps the RFP respondent create a proposal outline to ensure everything is addressed.

Note: You may create and/or assume all necessary assumptions needed for the completion of this assignment.
Write a 4–5 page compliance matrix and compliant proposal (to include in your RFP paper) in which you:
Create a compliance matrix for the RFP from the previous assignment.
Prepare a FAR-compliant proposal in response to the RFP from the previous assignment.
Apply the appropriate FAR clauses in order to meet compliance in contract formulation and award. Include specific details to meet compliance in contract formulation and award.
Apply the knowledge gained from your analysis of Government Accountability Office reports/decisions to identify and account for FAR compliance issues and all contributing factors.
Apply the knowledge of planned actions in soliciting and awarding contracts and make recommendations to ensure the government agency is in compliance with the FAR requirements.
